Surveys show that most Americans consider public broadcasting to be more trustworthy and educational than commercial media.
Yet the United States spends just $1.37 per capita (or per person)
On public broadcasting — 70 times less than Denmark and 20 times less than Germany. Instead of being free to focus on reporting, producing and community building, Public broadcasters are forced to convince Congress every year that they are worthy of the paltry funding they receive. And this funding does not reach much community radio and TV stations or media centers. The position is same in Pakistan as we can see that some big media giants earning a lot on the name of public & democracy but Pakistani politicians  has nothing for real public media which is actually small radio stations or regional news papers , Nevertheless Pakistani media giants are pretty focused in their programs about Pakistani politicians for their money matters, as they wants share!

 Public Media Should:

    Foster Arts, Education and Culture – Public media bring us educational and cultural programming that is in short supply on commercial media outlets. To play this role, public media must remain noncommercial, nonprofit and well-funded.

Strengthen Journalism – Democracy requires strong local, national and international news gathering

to inform the public and promote understanding of the world around us. As commercial journalism falters, with unprecedented layoffs and newsroom closures, public media can provide the hard-hitting, in-depth reporting and analysis that commercial media don’t.
Engage the Public – Public media aren’t about one-way communication; at their best, they encourage debate, interaction and exchange. Public media can provide spaces for people to connect, share ideas, and take political action.
Build Local Community – As public media move into the digital age, their potential to support local communities continues to grow. Community radios and small regional newspapers, independent media makers and citizen journalists all have important roles to play in building community.

Leadership: Accountability And Governance

Public media must be free from undue political and commercial influence.
Independence is essential so public media can credibly inform people about the crucial issues affecting their lives without censorship, fear or favor. We must create improved and effective governance and leadership within public media institutions to ensure accountability and foster visionary, capable leadership. We must also better insulate public media from political and commercial pressures.

In order to get the benefits of diversity and minimize its potential negative consequences, it’s not enough to simply implement a couple of diversity-related training programs. Becoming a truly successful multicultural organization requires starting at a deeper level. It requires cultivating a climate where people genuinely value diversity, rather than see it as a moral imperative or as a means of accessing wider markets.
After a yearlong assessment of their diversity climate, Dell put forward a variety of initiatives that would contribute to what they call a “cultural evolution.” These initiatives included sponsoring networking groups for different minority groups, career management programs, cross-cultural training for leaders and employees alike, and diversity focused recruiting. Their efforts were well worth the rewards –now, over half of their employees are minorities and they report higher levels of inclusion and identity freedom. Woodward states that, in terms of the bottom line, their climate has improved customer service experiences and powered their globalization effort.
Dell’s example highlights the fact that climate change is a difficult and long process and that, in order for it to be successful, business-leaders need a multiprocessing approach to diversity.

Expansion: Building A Bigger Tent

In local communities where commercial media are failing to provide quality public affairs and cultural programming, independent, noncommercial media are often the only outlets filling the void. They have deep connections to the community, are often volunteer-driven, and produce diverse, original content. As we work toward policy solutions that will strengthen and protect these entities, it is crucial that we also work to expand the definition of public media to include Low Power community FM radio, Small cable driven TV channels , small regional independent print publications, viewer-supported satellite TV and Internet-based media . Collaboration among all of these outlets is key to public media’s future.

The headlines are bleak. Thousands of journalists have lost their jobs in just the past few years. Major dailies throughout the country have never been shuttered or gone bankrupt, but it seems only a matter of time before a major Pakistani city wakes up without a newspaper on anyone’s doorstep. Runaway media consolidation and bad business decisions – made worse by the economic downturn — have caused the disappearance of bureaus in foreign countries, state capitals and Islamabad.
The number of newspapers & news TV channels has dropped by more than 50 percent since 2006, Regional newspapers, still the nation’s most popular news source, news staffs that were already too small to cover their communities are being reduced further. While many mainstream outlets have struggled to adapt to the digital world, exciting new experiments in news production are cropping up all over, especially online. The blogosphere is thriving and new technology – for those who can afford it – is creating new avenues for political participation. Yet online outlets remain largely underfunded, understaffed and unable to replace the quantity and scope of news production that is disappearing around them.Policy Problem, Policy Solutions.
The erosion of Pakistani journalism hinders the public’s right to know: Without quality journalism that holds our government and corporate leaders accountable, our democracy suffers. But the state of journalism isn’t natural, inevitable or acceptable.
Our media system was shaped by political decisions made by them who actually rule us.
Lawmakers and regulators at these agencies rubber-stamped the bad deals that led to the unchecked consolidation and crushing debt that now threaten the health of our press. It will take good policy decisions – and the political will to make them — to identify and support innovative online and offline models, to keep reporters on the beat, and to support the quality journalism our democracy requires.

Big media fail local communities. Big media companies get a sweet deal from the government. They get to use the public airwaves – for free – to make billions in profits. In exchange for this government handout, broadcasters are supposed to serve the public by offering quality programs that meet the needs of local communities. Instead, Big Media companies have gutted local newsrooms and ignored local issues.

Big Media eliminate ownership opportunities for women and people of middle class, pushing them off the public airwaves and stifling diverse voices. Coverage of issues that matter to people of middle class, women, youth, the lower middle and working class, and rural communities has disappeared.
